Under the Barnet formula, taxation revenues are collected centrally and distributed regionally. Since the devolution settlement, the power to spend that money has rested with the Scottish Government and Parliament. <BR/><BR/>With me so far? ("Fiscal" means "money".) <BR/><BR/>Right. That means that John Swinney cannot control how much money he gets. Most, but by no means all, economists agree that he gets more under the Barnet system than he would if Scottish taxation revenue stayed in Scotland, ceteris paribus, although that is a point of contention. <BR/><BR/>This year, Swinney and Salmond decided to spend most, and probably all, the money they got from Mr Brown. The only way they could have spent more money would be in a hypothetical situation where Scotland had control of its own finances, and the economic policies of the Scottish Government generated higher taxation revenues. <BR/><BR/>Therefore, if you support a more "left-wing" budget (i.e. one with a higher level of public spending and taxation) then you must support fiscal autonomy. <BR/><BR/>As for my point about local government, COSLA has persuaded Swinney to give a much higher settlement to councils than he appears to have envisioned. This would not be needed if local councils weren't run by "cretins" like you, who have thrown away millions of pounds over the years.
